I guess you mean 13 parts in this problem. It's a well known fact that without the extra condition, there is one scenario (for 13 parts problem) we can't tell if the defect is heavier or lighter. This extra condition helps to tell the weight of the defect. If your problem has a solution, doesn't it imply we can identify the weight for 13 parts?
