应该是对外发布信息的机构。propaganda在西方名声太不好了，是操纵舆论的，而且是老时代的东西。

不过这个英文名和中宣现在的职能不是特相符。。。

For any society without freedom of media, the government does need a department as its "喉舌“ to guide, to lead media。No other word is more suitable for this purpose than "propaganda".

If a society has freedom of media, then the government will not need such a department, and you'll not see this "self-insulting" word in the tiles of the government organizations.
