Maybe I misundertand your question. If you can choose the squres or cubes, you can fill a large squre with small squares. And answer is the same for cube.
Is there some limitations that I missed?

1. Yes, and the sides can even be integers.
2. I don't know, but I guess it is NO. Otherwise it should have "+++++" rather than "+++".
